The General Conference of the Regional Alliance of Labour Inspections took place in Moscow.
Last week, within the 26th International Specialized Exhibition and Forum on "Occupational Safety and Health", the 11th General Conference of the Regional Alliance of Labour Inspections of the CIS and Mongolia (RALI CIS and Mongolia) was held in Moscow.
The event, held in a mixed format, was attended by the heads of state labour inspections of the Alliance member countries from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Moldova, Mongolia, Russia and Uzbekistan.
During the General Conference of the RALI CIS and Mongolia, the Russian Federation, which chairs the Alliance in 2022, presented a report on the implementation of the Action Plan for the current year. It noted that almost all initiatives planned for 2022 were implemented by member countries.
The key events of the last General Conference were the change in the name of the Alliance to the "Euro-Asian Regional Alliance of Labour Inspections (EARALI)" with the approval of the appropriate symbols, as well as the expansion of formats for the participation of interested inspection bodies and other organizations in the activities of the Alliance. Along with obtaining membership, it will be possible to join the Alliance as observers, as well as dialogue partners.
In 2022, with the participation of the Alliance countries, 3 international events were held, a Review of the activities of labour inspections of the countries participating in the Alliance for 2021 was formed, the development of the concept of an information online library of labour relations and labour protection for members of the Alliance was started to place normative documents in the field of technical regulation in it and regulations on labour protection and labour relations, as well as labour legislation, the first internship of labour inspectors from one of the Alliance countries is being held in the Russian labour inspection.
During the event, a new mechanism for choosing the chairmanship in the Alliance was also approved, and a decision was made to hold an annual award ceremony for the best labour inspectors of the countries of the Euro-Asian Regional Alliance of Labour Inspections.
“2022 was full of events for EARALI, and we are gradually reaching a new, more serious level in our joint activities. We plan to improve further our success in the international arena as one of the leading international Alliances of State Labour Inspections,” Ivan Shklovets, Deputy Head of Rostrud, who is also a member of the Executive Committee and Vice-President of the International Association of Labour Inspections, as well as a regional delegate of IALI in the Euro-Asian region, emphasized in his closing speech.
The Russian Federation represented by Rostrud will lead the RALI CIS and Mongolia in 2022.
On December 21, 2021, the 10th Anniversary General Conference of the Regional Alliance of Labour Inspections of the CIS and Mongolia was held online (the RALI CIS and Mongolia includes 10 states: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Mongolia, Moldova, Russia, Tajikistan, Uzbekistan and Ukraine). The event was organized by the Republic of Armenia as part of its chairmanship in the Alliance this year.
The head and staff of the Office of the International Labour Organization (ILO) in Moscow also took part in the Conference.
The key event that marked the 10th anniversary of the Alliance was the signing of the Joint Declaration on Cooperation between the RALI CIS and Mongolia and the ILO Moscow Office. The Declaration includes a wide range of areas of cooperation on the labour inspection activities and consolidates the established effective interaction between the Alliance and the ILO Moscow Office.
“At the moment, largely due to close cooperation with the ILO Moscow Office, the RALI CIS and Mongolia is one of the most stable and sustainable alliances of labour inspections in the world,” said Ivan Shklovets, Deputy Head of Rostrud, Vice-President of the International Association of Labour Inspections (IALI), welcoming the signing of the declaration.
Another important event for the Alliance was the adoption of the Memorandum of Understanding on the issue of a single procedure for interaction with respect to labour migrants between the state labour inspections that are members of the RALI CIS and Mongolia. The document establishes a certain algorithm for the interaction of the Alliance inspections upon receipt of a statement about the violation of the labour rights of citizens on the territory of the RALI CIS and Mongolia states.
“Labour inspections are currently facing a growing number of problems, in particular with regard to labour migration, which require a more comprehensive and supranational approach, cooperation and interaction in order to address them effectively,” Antonio Santos, the Chief Specialist for Labour Administration, Labour Inspection and Labour Protection of the ILO Moscow Office, emphasized in his speech.
During the General Conference, the participants committed themselves to be guided by the General Principles of IALI Labour Inspection, and also approved the Minutes on Amendments to the Treaty on the procedure for investigating accidents at work that occurred to workers while they were outside the state of residence dated December 9, 1994.
Next year, the RALI CIS and Mongolia will be chaired by the Russian Federation represented by the Federal Service for Labour and Employment.

Rostrud representing the Russian Federation took part in the Conference of the Regional Alliance of Labour Inspections of the CIS and Mongolia (RALI CIS and Mongolia) in Yerevan organized by the Republic of Armenia as part of the chairmanship in the Alliance in 2021.
The event was also attended by representatives of the RALI CIS and Mongolia from Armenia, Kazakhstan, Kyrgyzstan, Moldova, Mongolia, Tajikistan and Uzbekistan, the Ministry of Labour and Social Affairs of the Republic of Armenia and the ILO National Coordinator in Armenia.
“Regional cooperation and exchange of experience in the field of labour inspections is an object of interest for both states and public organizations, since the issues of modernizing labour legislation and protecting labour rights are always on the agenda,” Narek Mkrtchyan, Minister of Labour and Social Affairs of Armenia, said in his welcoming speech.
During the Conference, the participants discussed the implementation by state labour inspections of supervision over compliance with labour legislation in 2021, a unified procedure for interaction with respect to labour migrants between labour inspections of the RALI CIS and Mongolia, key performance indicators of the state labour inspections of the Alliance members (KPI), amendments to the Treaty on the procedure for investigating accidents at work that occurred to workers while they were outside their state of residence dated December 9, 1994, and also introduced digital platforms managed by labour inspections of the RALI CIS and Mongolia.
The speech of Ivan Shklovets, Deputy Head of the Federal Service for Labour and Employment, member of the Executive Committee and Vice-President of the International Association of Labour Inspections, about the digital platforms managed by Rostrud aroused the greatest interest among the Conference participants: "Work in Russia", "Онлайнинспекция.рф" and the Automated Control System for Controlling and Supervising Activities in the Sphere of Labour Relations (ACS CSA).
As a result of the event, agreements were reached on a unified approach to the KPI development, on further elabouration by the Alliance member countries of a document of understanding on the issue of a unified procedure for the interaction of labour inspections in relation to labour migrants, as well as on the need to amend the Treaty on the Procedure for Investigating Accidents of 1994.
Recall that the Regional Alliance of Labour Inspections of the CIS and Mongolia was established in 2011 under the auspices of the International Association of Labour Inspections (IALI) and is currently, according to the IALI governing body, one of the most effectively functioning alliance in the world. The Alliance celebrates its anniversary in 2021.

On December 23, 2020, Rostrud took part in the General Conference of the Regional Alliance of Labour Inspections of the CIS and Mongolia (the RALI CIS and Mongolia), which was held online for the first time. The event was attended by representatives of the Alliance from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan and Uzbekistan, as well as the ILO Moscow Office.
The conference was organized by the Republic of Kazakhstan as part of the chairmanship of the Alliance in 2020.
During the conference, issues of state labour inspections monitoring compliance with labour legislation in the face of the threat of the spread of a new coronavirus infection Covid-19, areas of cooperation between the Alliance and the ILO Moscow Office were discussed, information was provided on changes in national legislation in the field of labour rights protection and occupational safety and health.
Ivan Shklovets, Deputy Head, Member of the Executive Committee and Vice-President of the International Association of Labour Inspections, took part in the Conference on behalf of Rostrud. In his speech, Ivan Shklovets noted the need, in order to strengthen cooperation, to conclude a protocol on cooperation between the CIS RALI and the ILO Moscow Office, spoke about the features of the implementation of supervision in the sphere of labour, amendments in the legislation of the Russian Federation.
The Republic of Armenia represented by the relevant inspection body was elected as the Chairman of the Alliance for 2021.
Accession of the Republic of Uzbekistan to the RALI CIS and Mongolia, December 9, 2019
An additional agreement was signed on the entry of the Republic of Uzbekistan into the RALI CIS and Mongolia
The General Conference of the Regional Alliance of Labour Inspections of the CIS and Mongolia was held in Moscow from 09.12.2019 to 11.12.2019, where the Uzbek delegation headed by N. Yakubov, Deputy Minister of Employment and Labour Relations of the Republic of Uzbekistan, participated. During the conference, the latest changes and practice in the national systems of state labour inspections of the Alliance member countries were discussed.
During the visit, N. Yakubov, Deputy Minister of Employment and Labour Relations of the Republic of Uzbekistan met with M. Ivankov, Head of the Federal Service for Labour and Employment and I. Shklovets, Deputy Head of the Federal Service for Labour and Employment, Vice- President of the International Association of Labour Inspectors (IALI).
Issues of further strengthening the interaction between the labour inspections of the two countries both in the format of bilateral cooperation and within the framework of multilateral platforms were discussed.
As a result of the meeting, an agreement was reached on organizing internships to improve the skills of labour inspectors of the Ministry of Employment and Labour Relations in the Federal Service for Labour and Employment of the Russian Federation in order to exchange experience and knowledge on the issues of the labour protection management system at the enterprises of the nuclear and oil refining industries, active measures to promote employment and ensuring decent working conditions, as well as mechanisms for timely response to the appeals of labour migrants and the study of existing channels and feedback mechanisms.
Within the framework of the meeting , a conference of the Regional Alliance of Labour Inspections was held, where N. Yakubov made a report on the socio-economic reforms carried out in the Republic of Uzbekistan, measures taken by the Government to eradicate child labour, prevent and suppress cases of forced labour, create decent working conditions and introduce modern methods of material incentives for voluntary work, as well as interaction with civil society.
In order to strengthen the role and activities of RALI, the Uzbek party proposed to consider the possibility of improving the professional qualities and competencies of labour inspectors in the CIS and Mongolia and develop a system for assessing the effectiveness of labour inspectors within the framework of RALI in the CIS and Mongolia in accordance with international standards.
The participants of the Conference also discussed the proposal of the Uzbek party to conduct mutual internships between the RALI CIS and Mongolia member states and create a mechanism for the exchange of information on timely response to violations of the rights of migrant workers.
In the course of summarizing the results of the General Conference of the Regional Alliance of Labour Inspections, the transfer of chairmanship in the RALI CIS and Mongolia to the Republic of Kazakhstan took place. It was noted that the next event will be held in April 2020 in Nur Sultan.

On December 10, Rostrud hosted the General Conference of the Regional Alliance of Labour Inspections of the CIS and Mongolia. The conference was opened by Mikhail Ivankov, Head of the Federal Service for Labour and Employment. He greeted all the participants of the event and thanked the ILO Moscow Office represented by Kholud Al-Khaldi, its Deputy Director. “Thank you for supporting the activities of the RALI CIS and Mongolia. The participation of the ILO Moscow Office indicates the recognition of the important contribution of our Alliance to improving the efficiency of the work of labour inspections in the Region,” Mikhail Ivankov said.
In turn, Mrs. Al-Khaldi noted: “The activities of the RALI CIS and Mongolia are an example of effective interaction between the inspection bodies of the Eastern Europe and Central Asia countries, as well as an excellent platform for the exchange of experience and best practices in the field of labour protection.”
The conference was attended by representatives of the RALI CIS and Mongolia from Armenia, Belarus, Kazakhstan, Tajikistan, Kyrgyzstan and invited participants from Uzbekistan and Turkmenistan. They provided information on the latest changes in national legislation in the field of protection of labour rights, occupational safety and health.
An important event of the conference was the signing of an additional agreement to the Moscow Declaration on the accession of the Republic of Uzbekistan to the RALI CIS and Mongolia. “Our cooperation with Uzbekistan is developing rapidly, and the next step in this direction will be work on a bilateral protocol on cooperation on labour inspection, protection of labour rights and employment promotion,” said the head of Rostrud.
Ivan Shklovets, Deputy Head of Rostrud, made a report on the results of the Alliance's activities for 2019 on behalf of Rostrud, as the Chairman of the RALI CIS and Mongolia this year. Summing up, he particularly noted the Alliance conference held in April within the framework of the centenary of the International Labour Organization, in which Guy Ryder, Director General of ILO, took part. “The highest-level ILO Representative Office confirmed the importance for the Organization of the work carried out by RALI, each of our national labour inspections, as well as the recognition of the leading role of labour inspections in the regulation of the labour sphere,” said Ivan Shklovets.
As part of the program of the General Conference on December 11, members of the RALI CIS and Mongolia also visited the international specialized exhibition "Safety and Labour Protection". As part of the All-Russian week of labour protection in Sochi, which takes place from April 22 to 26, a conference of the Regional Alliance of Labour Inspections of the CIS and Mongolia was held, in which Guy Ryder, Director General of the International Labour Organization, took part.
At the beginning of the conference, Mikhail Ivankov, Head of the Federal Service for Labour and Employment, delivered a welcoming speech. He greeted all the participants of the conference and wished everyone productive and fruitful work: “We consider the participation of Mr. Guy Ryder, ILO Director General, in the conference as a significant event. It indicates the recognition of the important contribution of our Alliance to improving the efficiency of the work of labour inspections in the Region,” Mikhail Ivankov said.

At the same time, as Guy Ryder noted, the ongoing changes pose new questions, leading to new risks and problems in terms of human rights and ethics, which "makes not only researchers and philosophers, but also all of us representing governments, the expert community, social partners, doctors, lawyers – all of us, think." “If we are serious about building the future of the sphere of labour, we need to work together to assess the possible impact these transformations will have on workers and their working environment, as well as on the day-to-day work and mandate of labour inspections,” the ILO Head said.
“Recently, we have seen how globalization and deregulation forced many countries to “throw the baby out of the bathtub”. In some cases, including in your region, sweeping reforms have led to the partial repeal of labour laws, the cessation of funding and chronic underfunding of labour inspection services. At best, this practice is unjustified cost savings, at worst, negligence and serious mistakes, because these innovations not only do not improve the situation, but also weaken the protection mechanisms that are so necessary for especially vulnerable categories of workers and reduce efficiency, effectiveness and transparency of work of labour administrations and labour inspections. As a result, compliance with labour laws has not improved drastically and informal employment has increased,” continued Guy Ryder.
According to him, “too often we are witnessing a deterioration in the situation with respect to the requirements of labour legislation and the rights of workers, including the right to freedom of association and collective bargaining; reducing the number of inspectors and labour inspections and, in some cases, inspection activities that simply amount to scheduled visits with prior notification to the employer”.
According to the head of the ILO, there are at least three lessons to be learned on. The first one is that country-set standards and labour laws remain key tools for regulating the world of labour and providing equal social guarantees for all. This also applies to international labour standards. The second one is that the institutions, namely labour regulating authorities and labour inspections, which complement the judiciary, are too early to be dismissed. They continue to play a critical role in ensuring compliance with the law, provided they are given the opportunity to meet new challenges. The third one is the equally important role played by the institutions of social dialogue, which means strong tripartite partners.
“Similarly, the ILO remains indispensable as a standard-setting institution, but it needs to adapt to the new situation in the world of labour, too,” said Guy Ryder. “As the report of the ILO Global Commission on the future of labour says, this is about investing both in people's capabilities and in institutions of the world of labour to regulate better labour markets.” According to him, in the process of developing and implementing policies in this area, a better balance should be achieved between regulation and enforcement of laws, on the one hand, and the promotion of productivity and competitiveness, on the other one, while fully respecting relevant international labour standards. This can only be achieved through effective dialogue between governments, social partners and other stakeholders. To achieve this balance, fully integrated labour inspection systems are essential.
“In the light of the above considerations, the ILO will continue to provide support and technical assistance to countries in their efforts to improve the legal framework that governs labour inspection systems and ensure better compliance with labour laws and international labour standards. Over the past few years, for example, the ILO has provided technical assistance to a number of countries in Europe and Central Asia to improve the situation, in particular in the mining sector, after several accidents that occurred in Turkey, Ukraine and Georgia,” said Guy Ryder.
In conclusion, the ILO Director General drew attention to the importance of ratifying the relevant ILO conventions, Convention No. 81 on labour inspection and Convention No. 129 on labour inspection in agriculture, the latter of which has been ratified by only a few CIS countries. “The above is all the more significant because among the countries represented in this room, some are the main producers and exporters in this sector. I mean, in particular, the country hosting our forum, which over the past five years has regained its position as a strong agricultural power. And let's not forget that we are in the Krasnodar Territory, from where the fertile South Russian steppe is within easy reach! concluded the ILO Director General.

Rostrud took part in the conference of the RALI CIS and Mongolia
Last week Yerevan hosted the General Conference of the Regional Alliance of Labour Inspections of the CIS and Mongolia (the RALI CIS and Mongolia). The Conference was attended by representatives of the state labour inspections of the Alliance member countries, as well as representatives of the ILO Office for Eastern Europe and Central Asia.
During the event, the countries exchanged information on the results of the work of state labour inspections in 2018, and also presented data on the level of industrial injuries and changes in national legislation over the specified period.
Ivan Shklovets, Vice-President of the International Association of Labour Inspections (IALI), Deputy Head of the Federal Service for Labour and Employment, reported to the participants of the General Conference on the implementation of the IALI activity program for 2017-2022. During the event, there was also a discussion and exchange of views on improving the efficiency of further activities of the RALI CIS and Mongolia. The chairmanship in the Alliance for 2019, by mutual agreement of the RALI CIS and Mongolia member countries, was transferred to the Russian Federation.
Based on the results of the General Conference, recommendations were prepared for the RALI CIS and Mongolia member countries.

Today Astana hosted the grand opening of the VIII Kazakhstan International Conference and Exhibition on Occupational Safety and Health KIOSH 2018, which was attended by Madina Abylkassymova, Minister of Labour and Social Protection of the Population of the Republic of Kazakhstan, Ivan Shklovets, Deputy of the Federal Service for Labour and Employment of the Russian Federation, representatives of Kazakhstan trade union organizations and businesses. Traditionally, at KIOSH 2018, leading manufacturers represent their latest developments for the occupational safety and health sector.
At the end of the official opening ceremony, Ivan Shklovets, Deputy Head of Rostrud, Vice President of IALI, IALI Regional Delegate in the RALI CIS and Mongolia countries, delivered a welcoming speech at the plenary session on behalf of the International Association of Labour Inspections (IALI). “The Republic of Kazakhstan has been a member of the Alliance since the first day of its establishment and has been actively and productively working within the framework of the RALI CIS and Mongolia. IALI recognizes the importance of holding such conferences, the main purpose of which is to promote and exchange best practices in the field of safety and labour protection,” Ivan Shklovets noted in his speech.
He also spoke about the work of IALI, which aims to provide a professional basis for building a strong, efficient and modern labour inspection. “The activities of the Association are aimed at assisting countries that improve the national system of occupational safety and health of workers, which will certainly help improve living standards, labour productivity, since labour safety and protection play an important role in each of these factors,” said Ivan Shklovets.
In conclusion, the IALI Vice-President spoke about membership in the International Association of Labour Inspections and appealed to the leadership of the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan to consider the possibility of the republic to join the Association. “The International Association of Labour Inspections pursues an active policy to attract new members to the Association. Rostrud: safety, health and comfort in the workplace are the main strategic goals
Today, within the framework of the All-Russian week of labour protection in Sochi, a conference of the Regional Alliance of Labour Inspections of the CIS and Mongolia was held. During his speech, Ivan Shklovets, Deputy Head of Rostrud, Vice President of IALI, IALI Regional Delegate in the RALI CIS and Mongolia countries, reported on the main strategic goals announced at the World Congress on Occupational Safety and Health. “Safety, health and comfort in the workplace are the main strategic goals today,” Ivan Shklovets said, noting that comfort was designated for the first time. “This is, of course, a new stage in the activity, new guidelines. Comfortable workplaces are inextricably linked with healthy workplaces,” added the Deputy Head of Rostrud.
He also said that now, within the framework of the plenary session, the global project "Vision Zero" (the concept of zero injuries) was launched. “This project was prepared with the participation of labour inspections, and we can rightfully consider ourselves full-fledged participants in the implementation of this project,” Ivan Shklovets said.
Speaking about the new plan of the IALI activity, the Deputy Head of Rostrud said that it was based on the results of the achievements that had taken place over the past three years. “The Association managed to form an effective system of participation of labour inspections in the exchange of experience. Among the main activities of IALI is the provision of a professional basis for building a strong, modern and efficient labour inspection throughout the world,” said Ivan Shklovets. He also said that at the last IALI congress the activities of the RALI CIS and Mongolia were recognized as the most successful among all regional and international alliances. “We hope that the further activities of our RALI will continue quite effectively,” concluded Ivan Shklovets.

V.I. Sidorovich, Director of the Department of State Labour Inspection of the Ministry of Labour and Social Protection of the Republic of Belarus, Chairman of the RALI CIS and Mongolia in 2017, spoke about the results of the Alliance's activities in 2017.
The results of the Congress and General Assembly of the International Association of Labour Inspections (September 7-8, 2017, Singapore) were discussed. The Federal Labour Inspection of Russia at the Congress and the General Assembly was represented by I.I. Shklovets, Deputy Head of Rostrud, member of the IALI Executive Committee and Vice-President. He spoke about participation in the Congress and the General Assembly, during which he delivered a report on “Regional cooperation of labour inspections on the example of the RALI CIS and Mongolia”, which reflected the challenges facing not only the Alliance, but also the national supervisory and control bodies who were members of the Alliance.
Information was provided on the launch of a new IALI project to conduct an international expert assessment of the compliance of the activities of labour inspections with safety and labour protection standards.
The results of the work on updating the Treaty on the procedure for investigating industrial accidents that occurred to employees while they were outside the state of residence, dated December 9, 1994, were summed up. The results of this work were proposals that the Alliance planed to submit in the prescribed manner through the competent authorities to the CIS Executive Committee.
Further, the participants of the General Conference discussed possible areas of interaction between the RALI CIS and Mongolia with the ILO Office for Eastern Europe and Central Asia within the framework of the agreement reached on long-term cooperation.
Rostrud made a proposal to consider the possibility of holding an event of the Regional Alliance as part of the All-Russian week of labour protection in 2018 in Sochi, which was already implemented in 2016 and 2017.
During the Conference, the participants also exchanged information on the preliminary results of the work of state labour inspections - members of the RALI CIS and Mongolia in 2017 and the changes that have occurred in national legislation.
The General Conference of the RALI CIS and Mongolia was completed by the election of the Inspection Body of the Republic of Armenia as the Chairman of the RALI CIS and Mongolia for 2018.
Based on the results of the General Conference, recommendations were prepared for the RALI CIS and Mongolia member countries.
General Conference of the RALI CIS and Mongolia in Bishkek (Kyrgyz Republic), December 2, 2016
On December 2, 2016 in Bishkek, the State Inspectorate for Environmental Safety under the Government of the Kyrgyz Republic, chairing the RALI CIS and Mongolia in 2016, organized and held the General Conference of the RALI CIS and Mongolia with the participation of members of the Regional Alliance and representatives of the ILO Office for Eastern Europe and Central Asia.
K.K. Muratbekov, Deputy Director of the State Inspectorate for Environmental and Technical Safety under the Government of the Kyrgyz Republic, noted the importance for member countries of the exchange of experience and relevant information within the framework of the Alliance, and also presented a report on the activities of the agency, its goals and objectives. The management of the Department of Labour Protection and Labour Relations informed about the state of labour protection, activities, problems and tasks of the labour inspection in the Kyrgyz Republic.
Valentin Mokanu, Chief Specialist in Labour Regulation, Labour Inspection and OSH, ILO Office for Eastern Europe and Central Asia, presented information on the work of the International Labour Organization in the Kyrgyz Republic, within the framework of which the National Review of Occupational Safety and Health in the Kyrgyz Republic was developed and approved under the expert participation of the Federal Service for Labour and Employment (Rostrud). The ILO supports the activities of the RALI CIS and Mongolia and cooperation with the Alliance.
I.I. Shklovets, Deputy Head of the Federal Service for Labour and Employment, Vice President of the International Association of Labour Inspection (IALI), informed about the current activities of IALI, about the high assessment given by IALI to the activities of the Alliance, and also provided information on the implementation of state supervision over compliance with labour laws in the Russian Federation.
Information on the activities of the labour inspection, the state of labour protection and the implementation of the national program on labour protection and labour inspection in the Republic of Belarus was presented by V.I. Sidorovich, Director of the Department of State Labour Inspection of the Ministry of Labour and Social Protection of the Republic of Belarus.
During the Conference, a discussion and exchange of views on the further activities of the RALI CIS and Mongolia took place. The chairmanship in the Alliance for 2017, by mutual agreement of the RALI CIS and Mongolia member countries, was transferred to the Russian Federation.
As a result of the event, the Minutes of the General Conference was drawn up, as well as recommendations were made to the RALI CIS and Mongolia member countries.

The State Inspection for Environmental and Technical Safety (Gosekotekhinspektsia) under the Government of the Kyrgyz Republic, represented by T.I. Nurbashev, Director, who is the Chairman of the Alliance in 2015, organized and held a Conference of the Regional Alliance of Labour Inspections of the CIS and Mongolia.
B.K. Dzholchiev, Head of the Department of labour protection and labour relations of Gosekotekhinspektsia presented information on the experience of the Kyrgyz Republic in updating and applying the National Review on Occupational Safety and Health in the work of the labour inspection.
In the report of Mr. Mokanu, Chief Occupational Safety Specialist of the ILO Moscow Office, attention was focused on the importance of conducting a national survey on labour protection in the countries of the CIS region, and also he spoke about the progress of research work carried out in Kyrgyzstan by Russian experts from Rostrud (V.A. Shuvalov) and All-Russian Research Institute of Labour Protection and Economics (E.A. Kuznetsov) on the project “Overcoming the Crisis and Ensuring Decent and Safe Work,” including that on July 14, a draft updated National Review of Occupational Safety and Health in the Kyrgyz Republic was presented. Mr. Mokanu emphasized that the National Occupational Safety and Health Review was a technical tool that should be used by tripartite partners in the country when developing programs and strategies for OSH.
During the Conference I.I. Shklovets, Deputy Head of Rostrud and Vice-President of the International Association of Labour Inspections (IALI) with a presentation "The Concept of Improving the Efficiency of Ensuring Compliance with Labour Laws and Other Regulatory Legal Acts Containing Labour Law Norms (2015-2020)". In addition, during the session devoted to the issues of unification of legislation within the EAEU, he answered questions regarding the legal framework of the EAEU in the field of labour safety, including technical regulations developed within the framework of the EurAsEC and in force within the framework of the EAEU.
During the session on planning the activities of the RALI CIS and Mongolia, I.I. Shklovets voiced the proposals of the Russian Federation on the development of the Alliance and offered to discuss them in the member countries, in particular:
- creation of an Internet page of the RALI CIS and Mongolia in the "International Cooperation" section of the official website of Rostrud, the information content of which should be provided by the member countries of the Alliance;
- holding joint events on the following topics of mutual interest:
- Assessment of working conditions and the practice of supervision of labour legislation regarding the assessment of working conditions;
- Investigation and accounting of accidents at work.
Thus, according to the results of participation in the event, the following is necessary:
- to work out the possibility of assisting member countries in increasing their activity within the framework of the Alliance;
- to continue work on creating the Alliance page on the official website of Rostrud;
- to study the possibility of organizing the General Conference of the RALI CIS and Mongolia in the IV quarter of 2015.
