Agreement between the Federal Service for Labour and Employment (Russian Federation) and the Agency for External Labour Migration under the Ministry of Employment and Labour Relations of the Republic of Uzbekistan on the exchange of information
The procedure for the exchange of information between the Federal Service for Labour and Employment (Russian Federation) and the Agency for External Labour Migration under the Ministry of Employment and Labour Relations of the Republic of Uzbekistan

The agreement provides for the following activities:
- exchange of information on the existence (absence) of violation of the labour legislation of the Russian Federation in relation to Russian employers (an individual or a legal entity (organization) that has entered into labour relations with an employee);
- exchange of information on the use of the Rostrud Portal "Work in Russia" as part of an organized recruitment and attraction of citizens of the Republic of Uzbekistan to carry out temporary labour activities on the territory of the Russian Federation;
- development of cooperation in terms of the exchange of knowledge, experience, research and recommendations and, if necessary, mutual exchange with other relevant institutions dealing with labour market and labour protection issues;
- exchange of experience gained as a result of the implementation of legislative measures in the labour market, as well as in the field of protection of labour rights and labour protection at the national level;
- exchange of statistical data, publications and analysis of labour market data and in the field of labour protection (exchange of sources, topics, methods and analysis results).

- methodology for assessing professional qualifications and training for employment services;
- arrangement of professional training, refresher courses and advanced professional training of unemployed citizens;
- promoting the development of small business and self-employment of unemployed citizens;
- guarantees of social support for the unemployed (types, amount, duration of receipt of social payments)
- introduction of new information technologies in the work of employment services
- creation of a national and supranational information space in the field of employment;

- programs to promote the development of small business and self-employment of unemployed citizens
- system of payment of unemployment benefits
- exchange of information on methods of monitoring the situation on the labour market
- exchange of information on the use of information technologies in the work of employment services (electronic databases, Internet information portals, SMS service, etc.)

The RALI CIS and Mongolia was established on June 10, 2011 through the signing of the Moscow Declaration. The Alliance includes the Republic of Armenia, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, Mongolia, the Russian Federation, the Republic of Tajikistan and Ukraine.
The regional partnership aims to:
- ensure the priority of preserving the life and health of employees during work
- create a system for identifying and assessing occupational risks and manage labour protection in order to eliminate the likelihood of damage (loss) to the health or death of an employee associated with the performance of his/her job duties
- provide employees with reliable information about safety and working conditions in the workplace and the compensation and personal protective equipment they are entitled to against occupational risks
- control the state of safety and working conditions at workplaces, occupational health, taking into account the characteristics of women, men and other categories of workers, and the correct provision of workers with personal and collective protective equipment, therapeutic and preventive nutrition
- take measures to reduce the likelihood of damage to the health of workers from exposure to harmful and (or) hazardous production factors
- reduce the level of death and injury of workers from accidents at work and occupational diseases
- implement the ILO conventions on improving safe conditions and labour protection in the countries of the Commonwealth of Independent States (Republic of Armenia, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Ukraine) and Mongolia based on national labour legislation

- development of activities aimed at creating a publicly available information base of standards and regulatory and technical documentation in the field of labour safety and industrial sanitation.

- ensuring observance and protection of labour rights and freedoms of foreign workers, including with the use of information technologies and information systems;
- issues of conscientious employment and other issues within the competence of the Parties;
- exchange of analytical and reference materials in compliance with the requirements of confidentiality and information protection;
- holding joint events on the issues of labour activity of foreign citizens, including expert consultations on specific problematic issues and the development of proposals for their resolution;
- participation in international conferences and seminars, as well as in other events of mutual interest.

This agreement defines the general principles of interaction between the Parties on information exchange related to the implementation of procedures for the organized recruitment of citizens of the Republic of Tajikistan for temporary labour activities on the territory of the Russian Federation, including on the use of the Unified Digital Platform in the field of employment and labour relations "Work in Russia" , assessments of employers for compliance with the conditions established by the Agreement;

The main tasks of the Working Group are:

- formation of an action plan for the implementation of the Agreement;
- interaction with authorities of various levels on the implementation of the Agreement, including by requesting documents and other materials for the implementation of its activities;
- ensuring, within the framework of the implementation of the Agreement, information interaction in the implementation of activities of the state authorities of the Russian Federation and the Republic of Tajikistan (hereinafter, respectively, the state authorities) with the state authorities of the constituent entities of the Russian Federation, bodies and organizations of the Republic of Tajikistan authorized in the prescribed manner to carry out an organized recruitment of citizens of the Republic Tajikistan for temporary labour activity on the territory of the Russian Federation, as well as by employers.

2.prevention of accidents at work with migrant workers;
- Increasing the level of accessibility of information and consulting services for migrant workers on the protection of their labour rights;
- preparation of proposals for the development of electronic services for migrant workers;
- carrying out activities on legalization of labour relations of migrant workers;
- exchange of best practices and experience, including in the field of information technology, as well as in terms of compliance with international principles and standards.
