“Compatriot” Program

State program on facilitation of voluntary migration to Russian Federation of compatriots that live abroad (further – State program, Program) is one of the more priority areas of migration policies of Russia and is designed to further social and economic development of Russia and improvement of demographic situation in the country. 

State program allows moving to Russia for work activities on specific jobs that are in the regional program, do business activities, carry out subsidiary individual holdings, for training in professional education institutions. 

Compatriots that live abroad, as well as compatriots that permanently or temporarily live on the territory of Russian Federation legally or have temporary refuge in Russia have a right to participate in the program. 

Persons who are at least 18 years old that have the ability and are planning to emigrate for a specific job position, that are intending to get a professional education in Russia, and compatriots that are intending to create their own business, including in agro industrial complex, or simply to be involved in private subsidiary farming can become participants of the State Program. 

State Program provides for migration of the compatriot – participant of the program – along with members of his family. Family members of the participant of the State Program that have the right for joint immigration with him to Russian Federation are: wife (husband), children, including adopted or persons under guardianship; children of the wife (husband) of the participant of the State Program; Parents of the participant of the State Program and his wife (husband); siblings of the participant of the State program and of his wife (husband); children of siblings of the participant of the State Program and his wife (husband), including adopted or persons under guardianship, grandmothers, grandfathers, grandsons. 

Participant of the State Program and his family members, that are jointly immigrating to permanent place of residency in Russian Federation, have the right to receive state guarantees and social support depending on the selected territory of immigration, including: 
  • Compensation from federal budget resources of expenses on emigration to future place of residency; 
  • Exemption from paying customs payments in accordance with the customs legislation of Customs Union; 
  • Compensation of expenses on payment of state fees for execution of documents that determine the legal status of emigrants on the territory of Russian Federation (for issuing of a temporary residence permit, residency to a foreign resident or a person without a citizenship, for proceedings in an application on the conferment of nationality, acquisition of citizenship, restoration of citizenship, claims on determining the appurtenance to the citizenship, including issuance of corresponding documents, for issuing of the passport of citizen of Russian Federation;
  • Receiving travelling expenses (allowances for arrangement); 
  • Performing work activities without receiving permission for work in Russian Federation; 
  • Receiving monthly allowance during absence of income from work, entrepreneurial or other activities (is designated for the period until the citizenship of Russian Federation is acquired, but not more than for 6 months). 

Additionally, participation in State Program gives the participant of State Program and members of his family that do not have Russian citizenship the right to receive the permission for temporal residence, residence permit and citizenship of Russian Federation on a priority basis. 

Compatriots that want to take part in the Program have to personally send an application on participation in the State Program to the authorized body abroad (for compatriots that live abroad) or to the regional body of FMS of Russian Federation, in which the corresponding regional program of immigration is realized (for compatriots that have a permission on temporal residence, residence permit or to whom temporal refuge in Russia is provided). 

When submitting an application on participation in the State Program you have to provide copies of the authenticating documents or authenticating documents of his family members; copies of documents of marital status of the compatriot and members of his family; copies of academic certificates, professional training; period of professional experience , presence of an academic status and degree, as well as information that describe the personality of the compatriot that lives abroad, and members of his family, his professional skills (if there are such documents). 

Standard form Russian Federation certificate is issued to a compatriot that became a participant of the State Program for a period of three years.
