List of state services and functions

The Service provides the following state services:

  • accepts notifications of industry (cross-industry) agreements on national social partnership and interregional agreements;
  • accepts notifications of collective labour disputes on conclusion, alteration, and fulfillment of agreements on national social partnership, collective labour disputes in organizations funded from federal budget, and collective labour disputes in cases when a strike as a means of settling such a dispute is not allowed under the laws of the Russian Federation;
  • informs and consults employers and employees on the issues of compliance with labour legislation and other statutory acts that include labour regulations; 
  • provides assistance in settling collective labour disputes on conclusion, alteration, and fulfillment of agreements on national social partnership, collective labour disputes in organizations funded from federal budget, and collective labour disputes in cases when a strike as a means of settling such a dispute is not allowed under the laws of the Russian Federation;
  • provides training for labour arbitrators;
  • provides information on labour arbitrators listed in the database of labour arbitrators;
  • conducts state assessment of workplace conditions to determine whether employees are provided with appropriate guarantees and compensations for working in harmful and (or) hazardous working conditions and assess actual working conditions of employees;  
  • addresses disputes in connection with special assessment of workplace conditions, employees’ disagreement with the findings of special assessment of their workplace conditions, and employers’ complaints about actions (or lack of actions) of an organization performing special assessment of workplace conditions; 
  • provides assistance in settling collective labour disputes on conclusion, alteration, and fulfillment of agreements on national social partnership, collective labour disputes in organizations funded from federal budget, and in other cases as required by the legislation; 
  • accepts and keeps record of notifications of starting an entrepreneurship business to provide social services to legal entities and self-employed entrepreneurs.

State Functions:

  • state federal supervision of compliance with labour legislation and other statutory acts that include labour regulations;
  • state federal supervision of compliance with the established procedure for investigating and reporting occupational accidents;  
  • state supervision and control over how state agencies of subjects of the Russian Federation execute their authority to provide welfare benefits to the officially unemployed;
  • state federal control (supervision) over provision of social services;
  • supervision and control over statutory regulation by state agencies of subjects of the Russian Federation in connection with providing welfare benefits to the officially unemployed; 
  • supervision and control over provision of welfare benefits to the officially unemployed;
  • supervision and control over scope and quality of execution by subjects of the Russian Federation of their power to provide (and deliver) compensations and other payments to certain categories of citizens exposed to radiation as a result of the Chernobyl nuclear accident, the 1957 “Mayak” nuclear accident and nuclear waste dumping into the Techa river, and nuclear weapons testing on the Semipalatinsk test site; 
  • federal state control (supervision) over compliance with legislation on special assessment of workplace conditions;
  • federal state supervision of compliance with requirements that ensure employees’ rights to receive benefits under compulsory social insurance against occupational injures and diseases, and procedure for assignment, calculation and payment of temporary incapacity allowances by employers; 
  • control over alternative civilian service performed by individuals and their dismissal from the service;
  • control over how executive agencies of subjects of the Russian Federation spend federal subventions to execute their powers; 
  • control over provision of social support guarantees to the unemployed; 
  • control over procedure for assessing occupational capacity loss due to occupational injuries and diseases;
  • control over guardianship agencies that provide services to incapacitated and partly incapacitated adults.
