Born in 1966 in Yartsevo, Smolensk region.

In 1990 he graduated from Bauman Moscow State Technical University, in 1995 - the Russian Academy of Public Administration under the President of the Russian Federation.

From 1989 to 1991 - worked at the Bauman Moscow State Technical University

From 1991 to 1999 - specialist, consultant, adviser to the Administration of the President of the Russian Federation.

From 1999 to 2002, he worked at the Interregional Fund for Presidential Programs, at Basic Element Company LLC.

From 2002 to 2008 - Advisor, Deputy Director of Department, Director of Department of the Office of the Government of the Russian Federation.

From 2008 to 2013 - Deputy Director General - Director of the State Consulting Department of CJSC Audit and Consulting Group Business Systems Development, General Director of Dayton Central Design Bureau (Russian Technologies State Corporation).

Since 2011 - Director of the basic department "Electronic Control Technologies and QMS" of the National Research University "MIET".

Since 2013 - Deputy Director of the Federal Service for Labor and Employment.

Since 2019 - Director General of the Federal Service for Labor and Employment.
